How Victorian Voting Works
A quick guide to your ballot papers
Legislative Assembly — Lower House
The Assembly uses full preferential voting. You must number every box from 1 to the total number of candidates in the order of your choice.
Your preferences flow down until one candidate reaches a majority. Every vote counts — numbering all boxes means your vote is never wasted.
Legislative Council — Upper House
The Council uses a proportional voting system. You have two options:
Above the line — place the number 1 in one box only to vote for a party group.
Below the line — number at least 5 individual candidates in the order of your choice. This gives you more control over where your preferences flow.
What is a How to Vote Card?
How to Vote cards are guides produced by political parties and independents recommending a preference order. You are not obligated to follow them.
Your vote is completely secret. You can number the boxes in any order you choose — what matters is that you follow the instructions on the ballot paper.
